Record conservative, verified allowances for each delivery country and charging currency. Missing combinations cannot enter paid checkout. These are budgeting assumptions, not a claim that provider fees have been measured.

Amounts use currency minor units (100 = £1 / $1 / AED 1). Rates use basis points (100 = 1%). Supplier tax must include unrecoverable tax; a non-VAT-registered business may still pay supplier tax. Use zero only when verified not applicable.
